City Campus Student Accommodation
In line with our City Campus Master Plan, we’re excited to have begun planning on the second stage of development at the site – a proposed student accommodation building on the western edge of the precinct.
The City Campus Student Accommodation project will help address the critical shortage of student accommodation and add to the revitalisation of the Newcastle CBD.
As part of this process, we are preparing to submit a State Significant Development Application to the NSW Department of Planning, Housing and Infrastructure (DPHI) for site preparation works and construction of student accommodation at 20 Civic Lane, Newcastle.
The proposal for 20 Civic Lane, Newcastle will seek approval for:
- Ground floor student facilities, staff facilities, and retail.
- Level 1 to 8 consisting of Student Accommodation rooms, to accommodate upward of 450 beds.
- Outdoor communal spaces.
- Landscaping and associated public domain works
- Connection and interface with existing Q Building and surrounding landscape.
Project timeline
At this stage, the project timeline is expected to target the following milestones:
- March 2024: City Campus Student Accommodation target SSDA lodgement
- Mid-2024 Public Exhibition SSDA
- Late 2024: SSDA Approval and Construction Commencement
- 2026: Target opening for City Campus Student Accommodation

The University of Newcastle carried out community and stakeholder engagement activities with staff, students and the local community during February 2024.
The feedback received has helped shape the State Significant Development Application (SSDA) to be lodged with the NSW Department of Planning Housing and Infrastructure. There will be further opportunities for consultation during public exhibition of the SSDA.
