In part 2 of the Herald's series 'Power and the passion' Professor Roberta Ryan from the University of Newcastle's Institute of Regional Futures (formerly the Hunter Research Foundation (HRF) Centre) raises the issue of the value of the coal sector in terms of royalties, and the challenge a decline in productivity presents for government.
