Research Overview

The emphasis of Janet’s PhD is on “The Voice of NSW Justices of the Peace, Reflections on the Experience and Perceptions on that Role”, under the supervision of Professor Lisa Toohey and Dr Marie Hadley. Having commenced a preliminary literature survey on the history of JPs, the differences in their use in other jurisdictions and through her own experience as a JP, Janet arrived at her focus on NSW JPS in the 21st Century.

At 80-85,000, NSW has, by far, the largest number of JPs in Australia but little evidence exists of their practices in a largely self-supervised socio-legal role. As a JP herself, and as President of a local branch of the NSW Justices' Association, Janet found that JPs are under-researched as an entity within the NSW legal system. Her choice of PhD topic is driven by the need to provide an evidence-base for the various institutions discussing JP modernisation, training and policy.

Janet is an experienced researcher, having worked in London for King’s College London and for Guy’s and St Thomas' Hospital Trust in medical research. She has strong experience with data collection under strict protocols: in London, this was one of her prime responsibilities, along with recruiting and interviewing participants on sensitive topics, project management and liaising/presenting on large multi-cohort studies. On returning to Australia, she translated her expertise in the management of protocol-governed research into a senior role in clinical governance in Sydney. That work, which included morbidity and mortality investigations, adverse event analysis anchored in reform; this was coupled with a stint working as the officer dealing with the Coroner and HCCC portfolio for the Ministry of Health. This work led her to look harder at ‘governance’ and ‘evidence’, by studying law in Sydney. As a JP, Janet became aware of the breadth and depth of issues confronting the modern NSW JPs and the absence of data from and about JPs.

Janet is interested to hear from others with related interests and is happy to discuss issues that have led to this PhD to any interested JP groups, law firms and governing bodies.
