Career Summary

Biography

I'm an applied economist with strong industry experience and an international profile. I’m passionate about the application of economics to key public and private sector challenges, particularly health. My research addresses complex data analytics issues and is driven by a strong quantitative and empirical focus. 

My PhD thesis focused on the design of healthcare systems to achieve equity and efficiency, with special focus on the role of competition, and innovative resource allocation methods to meet patients' needs and lower cost without quality compromise. 

I have held research positions at top think tanks (Centro de Estudios Públicos, currently ranked N1 in Chile and Top 5 in Latin America – University of Pennsylvania ranking), and as an economic advisor for the Minister at the Ministry of Health (Chile), leading the team drafting the health insurance reform bill.

Having expanded my international profile, I was a research fellow at the University of Bologna (Italy) in the European Commission 2020 funded “MCDS Therapy” project. More recently, I took a leading analyst role in the Department of Health and Aged Care (Australia) commissioned project “Private health insurance actuarial studies for Lifetime Health Cover and risk equalization” working together with Prof McGuire (Harvard), Prof Van Kleef (Erasmus) and Prof Paolucci (UoN).

My publication record contains several policy reports and book chapters, including a chapter titled “Health Plan Payment in Chile” for a volume edited by Prof T. McGuire & R. van Kleef (Elsevier). 

I have authored several peer-reviewed publications in ABDC A / Q1 journals.

My work has been featured in prominent newspapers internationally and nationally, such as El Mercurio (Chile), The Independent Australia, The Conversation and The Monthly.

Risk equalization schemes, which transfer money to/from insurers that have above/below average risks, are a fundamental tool in regulated health insurance markets in many countries. Risk sharing (the transfer of some responsibility for costs from a plan to the regulator or the overall insurance market), are an additional method of insulating insurers who attract higher-than-average risks. This paper proposes, implements and quantifies incorporating risk sharing within a risk equalization scheme that can be applied in a data-poor context. Using Chile's private health insurance market as case study, we show that modest amount of risk sharing greatly improves fit even in simple demographic-based risk equalization. Expanding the model's formula to include morbidity-based adjustors and risk sharing redirects compensations at insurer level and reduces opportunity to engage in profitable risk selection at the group level. Our emphasis on feasibility may make alternatives proposed attractive to countries facing data-availability constraints.
