Enabling inter-agency data sharing

The primary focus of this research is the resolution of legal, ethical, and organizational constraints that have prevented data-sharing amongst government agencies that could vastly improve service planning and prioritization. Working with human service agencies in the NSW state government, CURS and the Urban Research Centre (UWS) developed a framework for secure and confidential data sharing between agencies and obtained university and agency ethics clearance. We then undertook a unique analysis of interagency data, meshed with publicly available data sets (e.g. Census, SEIFA), to produce enriched indicators of the spatially variable incidence of social vulnerability across the Hunter. The work is guiding regional service planning and the provision of supportive government service provision socially vulnerable communities in the Hunter. 

Outcomes

Memorandum of Agreement

MoA to govern secure and confidential data-sharing between agencies and with university researchers, signed off by the Office of the Privacy Commissioner NSW, the NSW Crown Solicitor and the university solicitors of University of Newcastle and University of Western Sydney.

Spatial Data Analysis Agreement

Ethics Application (NEAF)

Approved NEAF application enabling research involving the transfer of identifiable, unit-record data held by government agencies to researchers for de-identification, analysis and reporting. This application was the basis for securing additional agency ethics approvals where required.
