Biography

Dr Janet Dzator is an applied economist with keen interests in macroeconomic trends and policy, health economics,  economic evaluation, development economics, operations research and applied econometrics. Dr Janet Dzator received her Bachelor of Science and Master of Philosophy in Agricultural Economics from University of Ghana, Ghana and her PhD from University of Queensland, Australia. At University of Newcastle, Janet has served as Head of Discipline for Economics, Politics and International Relations, Program Convenor for the Bachelor of Commerce program, Student Academic Conductor Officer, Member of Academic Senate, Member of the Gender and Equity Board and as Member of her Faculty Board for several years. Janet has held visiting appointments at the Curtin University of Technology (Australia), Institute of Statistical, Social and Economic Research (ISSER) at the University of Ghana (Ghana), Kwame Nkrumah University of Science and Technology(Ghana), Makerere University (Uganda) among others. She is the leader of six Australia Africa Universities Collaboration project working on Economic Development, Health and Nutrition challenges that received seed funding from the Australia Africa Universities Network (AAUN). Dr Janet Dzator has been a chief investigator on grants funded by Australia's National Health and Medical Research Council, NSW Cancer Council, Western Australia Health Department and the UNDP/WHO's Tropical Diseases Program among others. Dr Janet Dzator consulted for the NSW Central Coast Health in evaluating a coordinated care trial of benzodiazepines withdrawal and enjoys occasional engagement with the local media as an advocate or discussant of macroeconomic policies.

Dr Janet Dzator's passion is to work on issues that count in transforming lives for the better whether that work involves training the next generation, service to the community or research. Dr Janet Dzator is an enthusiastic teacher interested in making students at every level of her class think beyond the classroom by applying economic concepts to unfolding world events, dedicated research higher degrees (Masters and PhD) supervisor and passionate about industry and community engagement partnerships. Dr Janet Dzator has served as a reviewer for top ranking journals including the Journal of Behavioral Services and Research, Social Indicators Research, Journal of International Development, Social Science and Medicine and as  associate editor and reviewer for Journal of Athens Institute for Education Research. Her work in applied economics covering issues in economic development, health economics and policy, consumer behaviour, economic evaluation, resource allocation, emergency, disaster, gender and equity appear in national and international peered reviewed book chapters, top ranking journals and conference proceedings. 

Prior to joining the University of Newcastle in 2003 Dr Janet Dzator was a research fellow at the Social and Public Health Economics Research (SPHERe) unit at the Curtin University of Technology. While at Curtin, Janet was also a member of the West Australian Drug Evaluation Panel (WADEP) a subgroup of the West Australian Drug and Therapeutic Committee (WADTC). The WADEP reviews the efficacy and cost-effectiveness of new drug formularies for listing on the Pharmaceutical Benefits Schemes in WA. 

Research Expertise

Dr Janet Dzator is an applied economist with focus on macroeconomic policy issues relating to regions and development. Regions can be defined narrowly (as a region in a country or state) or as broadly as geographic locations of the world (for example, the  as Asia Pacific region) and for development, Janet's focus is on energy, sustainability and health. Janet's passion is about working towards the best outcome for humanity which is demonstrated in her versatile and collaborative approach to research because the world's problems do not occur in silos. Dr Janet Dzator also has extensive expertise in survey design, survey instrument development and implementation both in advanced and less advance countries.

Teaching Expertise
Dr Janet Dzator has teaching expertise in Macroeconomics, Microeconomics, International Economics, Development Economics, Econometrics, Health Economics, Agricultural Economics and Economic Evaluation. She is a keen course leader, course coordinator, curriculum developer and lecturer for many years at the post graduate and undergraduate levels including continuous teaching of very large first year macroeconomic course. Dr Janet Dzator's resources in introductory and intermediate macroeconomics are used for teaching at the University of Newcastle's multi-campuses.

Dr Janet Dzator has demonstrated leadership both at the university level and at college level on numerous occasions. Access to energy is widely known to promote socio-economic development; however, the linkage between access to energy and gender equality in education and the channels through which energy poverty affects gender equality in education is not explored much in the empirical literature. We, therefore, examine whether access to electricity and clean cooking fuels and technologies contribute to gender equality in education for a panel of 98 countries between 2000 and 2021. Using the two-step generalized method of moments technique, we found that access to clean cooking fuels and technologies is associated with improvement in the gender parity index for secondary and tertiary education enrolment. Electrification was found to relate to improvement in the gender parity index for primary, secondary, and tertiary education. Further evidence showed that rural and urban access to clean cooking fuels and technologies and rural and urban electrification enhance gender equality in education. We identified that female literacy, female health, female employment, information, and communication technologies are the potential transmission channels through which access to electricity and clean cooking fuels and technologies could contribute to gender equality at all levels of education. Our findings are robust across alternative econometric estimators.

In the development literature, the impact of remittances on educational outcomes is a contentious topic and remains at the heart of policy discussions on enhancing quality education in developing countries. Bangladesh being one of the world's top remittance recipients, it's crucial to understand the influence of remittances on educational outcomes and school dropout rates. In this study, we examine the impact of internal remittances (from inside Bangladesh) and international remittances (from outside Bangladesh) on school dropout at the household level using a unique, national, and two most recent datasets covering migration and remittance-related information from the Bangladesh Household Income and Expenditure Survey (HIES). Considering the methodological issues such as endogeneity sources and self-selection, we used the Instrumental Variable Cox Proportional Hazard model and included asset scores in the models as a proxy measure of households¿ wealth index. Furthermore, all the outcomes using the econometric approaches were segregated into three groups: i) those who received no remittances, ii) those who received internal remittances, and iii) those who received international remittances for both HIES 2010 and HIES 2016. This analysis provides a critical picture of the influence of remittances on school dropouts in Bangladesh by giving us a significant positive outcome of the remittances as a whole on education. With the increase in remittance inflows in Bangladesh, the risk of children aged 6-18 dropping out of education are more likely to fall. Aside from the positive impact, this study suggests that government should take the initiative of reducing the costs of sending remittances to Bangladesh. Moreover, the government should provide procedural and structural support to migrants.

The income inequality-economic growth linkage is a topical issue in economics and policy discussions. Both theoretical and empirical results on the impact of income inequality on economic growth have been controversial. One of the criticisms of the existing studies relates to using cross-sectional data and linear estimation techniques for empirical analysis. Capitalising on the limitations in the existing literature, this article employs the novel Quantile-on-Quantile Regression (QQR) approach to examine the relationship between income inequality and economic growth in BRICS. Applying the novel QQR technique helps to model how income inequality distributions affect the distributions of economic growth. The quantile cointegration tests reveal cointegration between income inequality and economic growth. The QQR results indicate that income inequality has a stronger negative effect on the lower and middle tails of economic growth in Brazil while having a stronger positive impact on economic growth in Russia, China and South Africa. For India, income inequality has a stronger negative effect on the lower tail of economic growth and a stronger positive impact on the middle and higher tails of economic growth. These results are consistent with quantile regression results. Further analysis from the Granger causality-in-quantiles shows that at various quantiles, a bidirectional causal relationship between income inequality and economic growth exists in China, while a unidirectional causality runs from income inequality to economic growth in Brazil and India. No causal relationship was found between income inequality and economic growth in Russia and South Africa. The policy implications are discussed.

The Sustainable Development Goal (SDG) 1 requires countries to end poverty of all forms. At the same time, SDG 9 target 9.c calls for increasing Information and Communication Technology (ICT) access and striving to provide universal and affordable access to the internet in the least developed countries by 2020. While the existing studies have explored the effect of ICT on economic growth, there is a limited empirical study on the effect of ICT on poverty reduction. This article, therefore, investigates the effect of ICT on poverty reduction using comprehensive panel data for 44 sub-Saharan Africa (SSA) countries from 2010 to 2019. Using the dynamic system-generalized method of moment estimator to control endogeneity, the findings show that telephone penetration, mobile phone penetration, and ICT goods imported contribute to poverty reduction, while internet penetration, broadband penetration, and ICT goods exported increase poverty rate regardless of gender and age group. The net effect estimates reveal that at the maximum value of most ICT variables, economic growth, income inequality, and access to credit significantly increase poverty rate regardless of the age group. We argue that for SSA to leverage ICT to drive economic prosperity, policies that seek to drive ICT availability and affordability should be supported with policies that ensure income redistribution, trickle-down development, and minimizing the cost of accessing credit.

We examine the impact of democracy and governance on rural electrification and rural access to clean fuels and technologies for cooking using comprehensive panel data of 34 countries from Latin America and the Caribbean between 2000 and 2020. Evidence from heteroskedasticity-based instrumental variable regression revealed that governance improves rural electrification and rural access to clean cooking fuels and technologies, while democracy of different forms limits rural electrification and rural access to clean cooking fuels and technologies. We suggest that better governance ensures justice in providing and allocating essential public services such as electricity and clean cooking solutions, not democracy.

Objective:: Since the COVID-19 pandemic, many governments globally have introduced policy measures to contain the spread of the virus. Popular COVID-19 containment measures include lockdowns of various forms (aggregated into government response stringency index [GRSI]) and handwashing (HWF). The effectiveness of these policy measures remains unclear in the academic literature. This study, therefore, examines the effect of government policy stringency and handwashing on total daily reported COVID-19 cases. Method:: We use a comprehensive dataset of 176 countries to investigate the effect of government policy stringency and handwashing on daily reported COVID-19 cases. In this study, we apply the Lewbel (2012) two-stage least squares technique to control endogeneity. Results:: Our results indicated that GRSI significantly contributes to the increase in the total and new confirmed cases of COVI-19. Sensitivity analyses revealed that the 1st, 4th, and 5th quintiles of GRIS significantly reduce total confirmed cases of COVID-19. Also, the result indicated that while the 1st quintile of GRIS contributes significantly to reducing the new confirmed cases of COVID-19, the 3rd, 4th, and 5th quintiles of GRSI contribute significantly to increasing the new confirmed cases of COVID-19. The results indicated that HWF reduces total and new confirmed cases of COVID-19; however, such effect is not robust to income and regional effects. Nonlinear analysis revealed that while GRSI has an inverted U-shaped relationship with total and new confirmed cases of COVID-19, HWF has a U-shaped relationship. Conclusion:: We suggest that policymakers should focus on raising awareness and full engagement of all members of society in implementing public health policies rather than using stringent lockdown measures.
