Biography

Professor Shu Chuen Li is Chair Professor and Discipline Convenor, Discipline of Pharmacy and Experimental Pharmacology.

Before taking up the present position, Professor Li has worked as an academic at the National University of Singapore and as Acting Director and Deputy Director, Pharmaceutical Evaluation Section (PES) of Pharmaceutical Benefits Branch, Commonwealth Department of Health & Ageing in Canberra.

During his period in Singapore, besides his academic appointment, Professor Li also served as the Visiting Specialist and Consultant to the Health Sciences Authority (which is the Singaporean equivalent of FDA in the USA and TGA in Australia). In this capacity, Professor Li has been instrumental in developing the Pharmacoeconomics and Drug Utilization Unit at the Centre for Drug Administration, Health Sciences Authority and in organizing several of the first ever pharmaceoconomics and outcomes conferences in the region. In his capacity as Acting Director and Deputy Director of PES in Australia, Professor Li was among the few pioneers that put the principles of pharmacoeconomic evaluation into practice for regulatory affairs, and has been involved in the implementation of the first version of the Australian Pharmacoeconomics Guidelines and the development of the second version of the same Guidelines.

Professor Li has been very active in his research area of pharmacoeconomics and outcomes research as well as pharmacy practice. He has published more than 250 peer review articles and conference abstracts on the subjects. In the past few years, Professor Li has been invited to present more than 100 lectures and panel speeches about pharmacy practice, drug policies and pharmacoeconomic applications in various countries and jurisdictions.

Professor Li was a Director on the ISPOPR Board of Directors from 2006 to 2008, and a founding member of the ISPOR Asia Consortium. Based in the United States, ISPOR is the peak academic society on pharmacoeconomics and outcomes research worldwide.

Besides the aforementioned commitments, Professor Li also holds many other consultative positions in Australia and in various Asian countries. The main ones include:

Research expertise

I have been involved with research in clinical pharmacy for more than 20 years. Recently, my research interest has been concentrated more on the areas of pharmacoeconomics and outcomes research, as well as drug policy. As a matter of fact, I would be considered as one of the pioneers in applying pharmacoeconomics in drug regulation, as I was involved with the first implementation of the first ever published pharmacoeconomics guidelines in drug reimbursement when I worked for the Commonwealth Government in Australia.

Administrative

Administrative expertise

I have been the acting director and deputy director at one of the Commonwealth Government department in Canberra for around 5 years. Before that I held senior pharmacist position as well as chief pharmacist and chief hospital administrator in Republic of Nauru for a period of 2 years.

During the course of my career, I have been involved in handling many adminsitrative decisions and I have completed a degree of Master of Business Administration to provide the theoretcial consolidation of my administrative experience.
