Research Publications - Data Collection

Background

The University collects research publications data in a wide range of reference types and categories.  Specific areas of published output are reported to DEST and result in funding allocations returned to the University as part of the Internal Grants Scheme (IGS) and Research Training Scheme (RTS). 

The 2007 HERDC Research Publications Collection will be handled jointly by staff from the Library and Research Services, with Research Services having ultimate responsibility for the submission to DEST. From 2007, Library staff will be responsible for the entry of all publications into the Callista Research Database (PES – Publication Entry System).

The model for collection of 2007 publications data is described below:

  • Library staff will identify University of Newcastle affiliated 2007 publications from searches of scholarly databases (this process mainly identifies publications from peer-reviewed journals). To date (December 2007) over 670 publications have been entered into PES by the Library.

    School staff do not have to collect verification evidence for publications identified and entered into PES by the Library.
  • School Publication Officers will forward to the Library documentation for additional 2007 publications not identified and uploaded by Library staff.

    School Publication Officers are requested to obtain these publication details from each of their researchers and collect the required verification material supporting each publications inclusion in the publication collection. The Guidelines for Collection of 2007 Research Publications, together with the Checklists, and Certificate of Affiliation Form will assist School staff complete this process.

  • Publications forwarded from Schools will be entered into PES by Library staff once evidence has been verified. This process will occur on a continuous basis as documentation is received from the Schools.
  • Complete lists of 2007 publications will be forwarded to School Publication Officers in January and March 2008. School staff are required to check that these publication records are correct, and to advise of any changes as needed. (see Known Issues below).
  • Library staff are able to assist with matters concerning the eligibility of publications.

  • All publications and verification evidence will be stored electronically by the Library.

PLEASE NOTE : Research Portfolio Manager was specifically developed to collect details of research publications NOT affiliated with The University of Newcastle. Researchers should not manually enter any University of Newcastle publications into Research Portfolio Manager.

Known Issues

Assignation of Authors as either staff or student

It is possible that a publication has been assigned to the wrong person. It is also possible that errors of omission could occur and an author who is affiliated with the University (particularly a conjoint appointee or research student) has not been credited with their ‘share' of the publication. School staff should check that authors have been correctly assigned and to notify the Library of any problems.

Refereed Status

Where the publication could not automatically be verified as refereed, it will have been loaded into PES as a non-refereed paper (ie, C2, C3, or E2, E3). This does not preclude the publication from being re-classified to a refereed paper (C1 or E1), it simply means the refereed status could not be readily obtained from an on-line source.

Schools may request that a publication be re-classified as refereed, providing the necessary verification evidence is supplied to the Library. Please refer to the Guidelines for the Collection of 2007 Publications (page 7) for proof of refereeing requirements.

The University of Newcastle - Draft Guidelines for the Collection of 2007 Research Publication

These guidelines provide a description of the Reference Types A-J, collected by the University (DEST and non-DEST), together with examples of what can be included and the verification evidence required. It includes extracts from the DEST Specifications that describe the categories the University is required to report to DEST, as well as definitions of research, key characteristics of research publications, year of publication, author affiliation, commercial publisher, peer review, foreign language publications and electronic works.

Checklists

To ensure compliance with DEST's specifications a checklist must be completed and attached to the verification evidence for each publication in the DEST categories before sending to the Library.

Certificate of Affiliation

Where the University of Newcastle is not identified as an author's affiliation within a publication, a Certificate of Affiliation must be completed and included with the verification evidence submitted to the Library.

Refereed Journals
The following databases may assist in determining if a journal meets the DEST refereeing requirements:

list of refereed journals compiled by DEST can be downloaded.  This list was closed in 2005, however it remains available for your reference.

Please include a copy of the documentation listing a journal's peer review status with the verification evidence submitted to the Library.

DEST Register of Commercial Publishers
A register of acceptable commercial publishers is available.  This list is not intended to be a comprehensive list of all acceptable publishers.  This list was closed in 2005, however it remains available for your reference.  Schools will need to provide evidence that a publisher not on the list satisfies DEST's criteria for a commercial publisher.

Publication Weightings

All research publications are weighted for authorship and publication type - both DEST and non-DEST categories. These weightings are used in the calculation of figures reported to DEST, as well as internal distribution of funding to Faculties/Schools. Weightings for the categories being collected in the current round are detailed on the following document.
