Rules Governing Admission and Enrolment

1.      Introduction

These Rules shall ensure that there is consistency in the management of admissions and enrolments across the University.

2.      Relevant Definitions

In the context of this document:

Academic Senate  means the Academic Senate of the University as set out in theUniversity of Newcastle Act;

admission means entry to a program of study leading to an award;

award means a qualification listed in the Rule Listing Degrees and Diplomas which may be conferred upon or awarded to a candidate who has satisfied the requirements prescribed for that award;

concurrent enrolment  means enrolment in two academic programs at the same time;

Faculty means the Faculty responsible for the program leading to the award;

Pro Vice-Chancellor means the Pro Vice-Chancellor of the Faculty responsible for the program of study leading to an award;

Schedule means the schedule attached to a Rule relevant to a particular award;

School means a unit of organisation forming part of a Faculty;

term means a period of time for the delivery of a course in which students enrol and for which they are charged fees; terms include semesters, trimesters and summer terms;

the Council  means the Council of the University as set out in the University of Newcastle Act

University Secretary is the Deputy Vice-Chancellor (Services).

3.      Scope

This Rule relates to all candidates for awards and any other students enrolled in a course at the University.

4.      Provisions

4.1.     Admission

4.1.1.       In order to be considered for admission to a program an applicant shall be required to satisfy:

(a) the academic requirements prescribed for admission to any program by the Academic Senate from time to time; and

(b) any other additional admission requirements as may be prescribed in the Rules and the Schedule relating to that program.

4.2.     Exclusion

4.2.1.       An applicant for admission to a program, who has been excluded or suspended from the University or any other University, shall not be admitted to the program during the course of the exclusion or suspension.

4.2.2.       A student who has been excluded or suspended from a program at the University, shall not be permitted to undertake another program at the University during the course of the exclusion or suspension, unless approved by the Deputy Vice-Chancellor, Academic on advice from the Pro Vice-Chancellor responsible for the program the student is seeking to undertake.

4.3.     Deferment

4.3.1.       Applicants offered admission to a program may be permitted to defer the offer of admission according to the Rules relevant to the award or any other provisions approved by the Academic Senate from time to time.

4.4.     Enrolment

4.4.1.       An applicant may enrol in the University only if the applicant:

(a) has satisfied the requirements for admission to a program;

(b) has been offered a place in a program of study or course in accordance with the selection criteria and approved procedures;

(c) has completed the prescribed enrolment procedure and agreed to the Declaration forming part of that enrolment procedure; and

(d) has provided proof of identification as specified from time to time by the Council;

and shall thereupon be deemed to have accepted the privileges and obligations of membership of the University.

4.4.2.       The dates and procedures for admission and enrolment shall be promulgated by the University Secretary.

4.5.     Enrolment Status

4.5.1.       A student shall not be considered to be currently enrolled at the University if they are not also enrolled in at least one course.

4.5.2.       Unless otherwise approved by Academic Senate, the maximum full time load imposed by a program, and the standard full-time load, shall be 40 units in any term other than a Summer Term. A student who undertakes courses with a load of 30 units or greater in a term (other than a summer term) is deemed to be a full-time student in that term. (see Note 1) A student who undertakes courses with a load of less than 30 units in a term (other than a summer term) is deemed a part-time student in that term.

4.5.3.       The standard full time load for a Summer Term is 10 units.

4.6.     Concurrent Enrolment

A student who wishes to enrol concurrently in two academic programs - whether at undergraduate / postgraduate / research level or a combination of these, must obtain approval from the PV-Cs responsible for each program.

4.7.     Non-Award Students

4.7.1.       Notwithstanding anything to the contrary contained in these Rules, the Pro Vice-Chancellor may, on the recommendation of the Head of a School offering a course, permit a person to enrol in that course on payment of such fees and charges as may be prescribed by the Council. Enrolment will be in accordance with the Provisions for Enrolment in Non-Award Courses determined by the Academic Senate from time to time.

4.8.     Re-enrolment

4.8.1.       To continue in a program, a candidate shall re-enrol annually, subject to the leave of absence provisions of the:

  • Rules Governing Undergraduate Academic Awards;
  • Rules Governing Postgraduate Coursework Awards;
  • Rules Governing Coursework Professional Doctorate Awards; or
  • Rules Governing Master Degrees by Research,

as appropriate. To re-enrol, or to maintain enrolment, the candidate shall complete the prescribed procedures and pay the fees and charges no later than the date set by the University.

4.8.2.       Failure to enrol by the date set by the University may lead to the cancellation of the candidature.

4.9.     Limit on Admission and Enrolment

4.9.1.       The Vice-Chancellor or nominee may, in respect of any of the following matters, impose a limit on the number of persons who may in any year –

(a) be admitted to a program;

(b) be enrolled in a course;

(c) be enrolled at a particular location or in a mode of study; and

(d) be enrolled as either full-time or part-time students.

4.9.2.       The Vice-Chancellor , in such circumstances, may also determine the manner of selection of those persons to be admitted to a program.

4.9.3.       The Vice-Chancellor or nominee, where entry to a course is restricted, may determine the manner of selection of those persons to be enrolled.

Note:

  1. Other authorities may specify another minimum for full-time study – this is the University’s requirement.
