Residential Licence Conditions Policy

Eligibility
You need to be at least 18 years of age during the current year and enrolled as a full time student of the University of Newcastle.
Occupancy Rights
You will be granted a licence to occupy a furnished bedroom together with the right to use the common service facilities (laundries, common room, etc).
Period of occupancy and Licence fee
You have the right of residence for the period specified in attachment 1. You pay the relevant installment licence fee as advised by invoice within 14 days of the commencement of an installment period, to the University Cashier.
Registration and Enrolment
You pay a registration and enrolment charge at the time of formally accepting accommodation. This charge is non-refundable.
Damage Deposit
You will lodge a damage deposit at the time of accepting accommodation, which will be retained by the University until termination of the licence. The damage deposit less any amount deemed by the Manager/Head to be payable due to breach of any of the conditions will be refunded to you following the termination of the licence and after inspection of your room and common service facilities.
Revocation of Licence
If any of the terms and conditions are breached in any way, or an installment licence fee or any other payment due is unpaid for a period of seven (7) days after the due date for payment, then this licence may be revoked by the Director, Accommodation Services.
Termination of Licence
The Licence Agreement is for the complete residential year, but in exceptional circumstances may be terminated by you during a residential semester, provided you give four (4) weeks notice in writing to the Manager/Head. A cancellation fee will be charged.
Change in Accommodation
You may make an application in writing to the Manager/Head for approval to change the room allocated. Normally a room change request would only be considered at the end of semester and a room change fee will be charged.
Licensee’s belongings
The University is not responsible for your belongings beyond the good and safe maintenance of the property and facilities of the residence.
Damage Reports
You will give immediate written notice to the Manager/Head of any damage to the premises, equipment, furnishings and fittings, of any stoppage or defects in the water service, drains or sanitary system and of any defects in the electrical, gas or telephone system.
Care of Premises
If you cause any loss or damage to any parts of the premises, environs, or to the fittings, fixtures, equipment or furniture, you will pay for any loss or damage caused by you or any visiting person.
Right of entry
You are required to allow members of staff to enter premises at all reasonable times to inspect the state of repair and cleanliness, to undertake repairs, and in the case of emergencies.
Cleaning
You will be responsible for the proper cleaning and good order of the room allocated to you and of the common service facilities of the room. Should the Manager/Head deem the standard of cleaning to be unsatisfactory, you will pay for any cost incurred in restoring the premises to the required standard.
Room Inventories
You will report to the Manager/Head within 24 hours of occupation any shortage or damage to inventory items in the room allocated to you or in the common service facilities of the room. For this purpose inventory listings are provided.
Keys, Cards and Tags
You will be issued various keys and electronic devices, which remain at all times the property of the University. On vacating the premises you will return all the issued keys, cards and tags to the office.
Proper Conduct
You will not use the premises in any way, which might cause annoyance to any other persons on the premises, or indulge in any illegal, riotous, noxious, improper, offensive or noisy conduct or practice, or bring the reputation of the University into disrepute.
Use of Common Rooms
The Common Rooms of the House will be used as approved by the Manager/Head for functions or gatherings. You agree in using the Common Rooms to give due consideration to others and not to annoy or interfere with the quiet environment of nearby residents.
Firearms and combustible materials
You will not store any combustible material nor bring firearms or knives on the premises.
Fire Regulations, Equipment and Smoking
You are required to abide by fire safety regulations. Interference with fire equipment will result in immediate termination of the licence. Smoking is not permitted inside rooms, adjacent to the entrances of the building or the covered walkways outside rooms.
Service of notice
Any notice served will be deemed to be served if it is given to you personally, if it is left in your room or if it is posted to your last known address. You will address any notice to be given under this agreement to the Manager/Head.
Disputes
The Director, Accommodation Services will settle any disputes arising between the parties to this Licence Agreement.
Residential Membership
Where you accept membership of a residence, you are subject to the rules of that residence and the direction of the Manager/Head.
Code of Conduct
You are expected to understand and comply with the Code of Conduct for Residents as well as the University’s Student Misconduct Rule and Code of Practice for Teaching and Learning, all of which prescribe behaviours which are to be encouraged and those which will not be tolerated at the University of Newcastle.
