The Vice-Chancellor may make any rules, not inconsistent with the University of Newcastle Act 1989 or the University By-law, for or with respect to which by-laws may be made under the Act, except for the matters referred to in Sections 3(2), 9(5), 10(2), 14(1), 16(1)(d) and (e), 23 and 28(1)(b) and (k) of the Act and Clauses 1(d) and (e) and 3 of Schedule 1 to the Act.

In the event of any inconsistency between the rules made by the Council and the rules made by the Vice-Chancellor, the rules made by the Council prevail to the extent of the inconsistency.

The Vice-Chancellor shall report to the Council at its next meeting on any rules made since the last meeting of the Council.
