Program Design and Evaluation in International Family Studies

The course will discuss the principles and methods of program design, implementation, and outcome evaluation of family programs taking account of specific cultural considerations in global contexts. This course will focus on hands-on tools of conducting strategic planning, designing program logic models, and developing a plan for evaluating the performance of a program in service delivery.

|Objectives||On successful completion of the course students will:|
- Identify various methods/models of program planning: strategic plans, action plans, and logic/marketing models.
- Describe the budget process, calculate income and expenses, and articulate strategies for reducing agency costs.
- Identify methods/sources for obtaining agency funding (campaigns, gifts, planned giving, corporate contributions/partnerships, fundraisers, grants, foundations, and government agencies, etc.).
- Demonstrate the understanding of factors affecting the management of time, assess his/her own use of time management skills, build personal strategies to accomplish more through effective time management (prioritizing, goal setting, etc.) and avoid procrastination.
- Learn and demonstrate the application of employee management skills in the areas of finding/retaining employees, training employees, supervise/employees, compensating/rewarding employees, motivating employees, and creating a positive work environment for employees
- Recognize various forms of evaluation design (i.e. process evaluation, outcome evaluation, formal/informal designs, experiments, meta-analysis, cost-benefit/cost-effectiveness analysis, qualitative methods, etc. Note: students are not expected to know how to conduct all the forms of evaluation above, but to know what they are and to be able to give justification for selecting any of them - the rationale to use)
- Define the purposes of evaluation and persons involved
- Select appropriate measures and data collection procedures for accurate evaluation.
- Critically select appropriate data analysis strategy and report on evaluation findings accurately and compellingly.
- Demonstrate his/her ability to use evaluation results to enhance services and/or inform administrators and policy-makers.
- Demonstrate his/her ability to integrate knowledge of program planning, implementation, or evaluation through participation and completion of a trimester project.
- Apply his/her knowledge of ethics as they relate to human service programs through class discussions and the semester project.
