The program is designed to provide a pathway to University for adults who, because of a variety of factors including English language difficulty, having a disability, being from a low socio-economic background or having lived in an isolated region have not previously pursued University studies. Open Foundation is also designed to provide an opportunity for Indigenous Australians and for women entering non-traditional fields of study.
Applicants must be Australian Citizens or be Permanent Residents, and be 20 years of age or over in the year that they enrol in the program. Permanent Residents need to provide documentary evidence of residency status.

Applications for Part-time Open Foundation close on 30 January 2009 and for Intensive Open Foundation on 19 June 2009.
